Conditional Use Permit 24-01 Approved by County

Cumberland VA – The Cumberland County Board of Supervisors conducted a public hearing for Conditional Use Permit 24-01 Green Ridge Recycling and Disposal on Monday, July 28, 2025, at 7:00 p.m.  The Board of Supervisors voted 4-1 to approve Conditional Use Permit 24-01 with the staff recommended conditions as presented by the County’s legal counsel as well as the Second Amended Host Agreement for the project.  

Conditional Use Permit 24-01 replaces Conditional Use Permit 18-06, which was approved by Cumberland’s Board of Supervisors in July of 2018. Had Conditional Use Permit 24-01 and the Second Amended Host Agreement not been approved, Conditional Use Permit 18-06 and the previous version of the Host Agreement would have remained in effect.  

 The new Conditional Use Permit conditions and Host Agreement improved upon the conditions and contractual arrangements from those previously approved.   Improvements to the Host Agreement included but are not limited to the following: increased compensation to the County   for improvements to the Luther P Jackson School Complex; Green Ridge accepting at no cost – oil, antifreeze, and other fluids; absorbing the operation and costs associated with the County’s transfer stations; operating a fourth public transfer station site; upfront payment to the County of $200,000 to defray administrative costs associated with the new CUP and Host Agreement; and forgiving the $400,000 provided to the County after CUP 18-06 was approved.  

 The Conditional Use Permit provides clear limitations and terms regarding the use of Pinegrove Road and requires the main entrance of the landfill from Pine Grove Road to Route 60 to be constructed as soon as possible. Additionally, the Conditional Use Permit provides for clear terms regarding liability and remediation for environmental contamination, clear closure and post closure terms related to the landfill.  In addition, pursuant to the Conditional Use Permit, Green Ridge will compensate the County for a landfill liaison position to assist with monitoring construction and operation of the facility.  

 The County hosted numerous workshops on CUP 24-01, with public comment and questions allowed in both the Planning Commission and Board of Supervisors public hearings.  In addition to these opportunities for community engagement and public comment, the County created an email address specific to the project where comments and questions were shared with the Planning Commission and Board of Supervisors.  

 “The Board of Supervisors went to great lengths to work with our staff and our legal counsel to negotiate the best conditions and financial terms possible as part of this process,” stated Board Chair Mrs. Eurika Tyree.  “We worked to ensure that we voted on a permit that protected our residents and our ability as a County to enforce the conditions of this CUP.”
